Ducati 848 has a smaller engine displacement than Ducati Diavel but the size if the engine itself is doesn't mean that the bike is more or less powerful. The bigger compression ratio of 12:1 belongs to the second bike. This ratio is the relation of the volume in the cylinder when the piston is at the bottom of the stroke to the volume in the cylinder when the gas is compressed and the piston is at the top of the stroke. The bigger compression ratio means better fuel economy comparing engines with the same displacement because the mixture of fuel and air in the combustion chamber burns more effectively.
